How to make my fruit trees produce fruit?

Last summer my mandarin tree didn’t produce fruit, but the years prior it produced lots.

I typically apply a slow release fertiliser early summer, and add liquid fertiliser during summer and water every few days.

No signs of pests or disease etc,
